The Independent Science for Development Council’s (ISPC) Standing Panel on Impact Assessment (SPIA) and the CGIAR Research Program on Policies, Institutions, and Markets (PIM) co-organized a conference on the CGIAR’s efforts to assess the impacts of investments in agricultural research. The Conference on International Agricultural Research: Rigorous Evidence for Policy brought together 200 participants in Nairobi, Kenya. From July 6-8, 2017, participants gathered to discuss the degree to which and how agricultural research contributes to positive change.

As part of the conference’s objectives, participants presented and discussed rigorous evidence from recent studies on how and how much agricultural research contributes to development outcomes. Discussion also raised the need to consider implications for how CGIAR and others set research priorities. Speakers paid special attention to the methodological challenges of assessing the impacts of research. Presentations shared emerging studies on impact assessment methodology. Dr. Brian Belcher gave an invited talk to share his experience and lessons learned using a theory-based outcome evaluation approach. Learn more about Belcher’s presentation. Moreover, discussion covered the political challenges of using impact evidence in decision-making.
